When a fly ball goes to left field and there will be a play at the plate who should be the cutoff man? I have seen coaches use the 3rd baseman as well as the short stop and ever the first baseman. So many choices is there a rule of thumb?

Well, it can be very simple but LL coaches delay the inevitable when they sometimes (wrongly) use their P to provide the cut from F7 to F2.
It should always be the 3bman unless both the SS and 3b have gone after hard a ball hit into the 5.5 hole and then in some cases the exchange positions.
With multiple runners on or bases loaded most good programs properly teach their 1b's/F3 to be the cut to the plate because the 3bman needs to stay home for the runner coming from first base or for the batter/runner possibly stretching into a triple.

Lot of factors here and it depends on how athletic and smart your guys are.
There is the standard fundamental 3B goes to cut / relay position while SS rotates over to take 3B for any potential play.
Then you can use the SS for the cut / relay position while 3B stays at home. But the problem with this is if your LF / CF has a good arm then your SS has to cover a lot of distance in order to get deep enough towards home for a good position.
If your 1B is athletic enough then let him cover all throws coming from the OF but if he's deep then he might struggle to get there as well like the SS will. Plus if your 1B can get there then you can use your SS as a short tandem relay guy which helps on really bad throws from the OF.
Regardless of how you do it make sure your guys understand the importance of getting to a base if they are not the cut / relay guy. Way too many times I see a 3B go to cut / relay and the SS stays in shallow OF while the runner on first ends up taking the extra base.
